A path towards more sustainable development

With the Labour Party’s recent victory in the 2024 General Election, significant changes are anticipated in the landscape of infrastructure development and environmental sustainability.

This blog highlights how elements of Labour’s manifesto will impact the future of sustainable development in the UK and considers how we can support businesses affected by the proposed initiatives.

The Labour Party’s green manifesto and planning reforms

Labour’s manifesto focuses on transforming infrastructure with a comprehensive plan that includes:

  • Building 1.5 million homes: Labour plans to address the housing crisis by building 1.5 million new homes, leveraging brownfield sites and ensuring high standards of sustainability in new developments​.
  • Improving infrastructure: The manifesto emphasises the development of new roads, railways, and other critical infrastructure projects, requiring meticulous planning and adherence to new environmental regulations​.
  • Devolution of powers: By shifting decision-making power to local authorities, Labour aims to tailor infrastructure projects to regional needs, promoting efficiency and sustainability.

Biodiversity Net Gain: A new standard for development

With Labour’s strong focus on new infrastructure, the Biodiversity Net Gain (BNG) regulation, only recently introduced by the Conservative government, which we wrote about in June will become even more relevant.

By way of a recap, BNG mandates that all new developments must deliver a net positive impact on biodiversity, enhancing biodiversity by at least 10% compared to the pre-development baseline​.

Given the broad support for sustainability and biodiversity from all major parties, it is unlikely that Labour would seek to completely reverse the BNG regulation. Instead, they may opt to build upon or refine it to align with their broader environmental and sustainability goals. Only time will tell.
